Percentage of Income Payment Plan Program

Kankakee County Community Services, Inc. operates the ComEd Percentage of Income Payment Plan (PIPP) Program in partnership with ComEd.  The PIPP Program requires participating customers to pay 6% of their household income each month to maintain electric service. You must have an arrearage on the bill. The PIPP program protects customers from disconnection of COMED services and gives the customer credits on their account arrearages, as long as customer follows program rules. The goal of this program is to make electric services affordable to the program participant and to assist families with making timely payments on their utility bills.
Households may be eligible for assistance if the income is at or below 150% of the federal poverty guidelines, the household relies on electricity for winter space heating, and have an arrearage on the account.
