The Low Income Home Energy Assistance Program (LIHEAP)

For many Kankakee County households, energy expenses can place severe and continuing stress on a family’s budget. In some cases, the household may be forced to make difficult decisions, such as which bills are necessities and which bills they can live without. The Low Income Home Energy Assistance Program (LIHEAP) is designed to assist eligible low-income households with their winter energy services. LIHEAP provides a one-time benefit to eligible households for use towards energy bills. The payment amount is based on four criteria: income, household size, fuel type and geographic location.

Reconnection Assistance?
If your household is disconnected from an energy source needed for heating, or if a delivered fuel supplier has refused to deliver to you, Reconnection Assistance may be available.  However, it is only provided to households that have made an effort to maintain their energy services or who can pay a portion of the reconnection amount.

Who is Eligible?

Individuals may be eligible to receive assistance through LIHEAP if their household’s combined income is at or below 150% of the Federal Poverty Guidelines.
LIHEAP assistance does not require that you own your home. You also do not need to pay energy bills directly or have proof of an overdue bill or cut-off notice.
If you rent and your heat and/or electric is included in the rent, then your rent must be greater than 30 percent of your income in order to be eligible to receive benefits.

When you apply for assistance, bring the following with you:

  • Proof of gross income from all household members for the 30-day period prior to the application date
  • A Copy of your current heat and electric bills issued within the last 30 days (if you pay for your energy directly)
  • Proof of Social Security  numbers for all household members
  • “Medical Eligibility Card” for household members who receive TANF
  • Applicants that have their utilities covered in the rent must bring proof of rental agreement stating monthly rental amount that utilities are included, and landlord contact information. (Rent costs must be greater than 30% of household gross income for 30 days prior to application.)
