HOUSING ASSISTANCE

The Homeless and Near-Homeless Aid Program
The Homeless and Near-Homeless Aid Program offers crisis intervention and case management to families or individuals who are experiencing certain one-time emergencies. These emergencies may include but are not limited to natural disasters, fires, or code enforcement or court ordered evictions. Assistance, which is not necessarily financial, may include temporary emergency shelter, transitional shelter, rental assistance and or referrals. These services are coordinated with the Kankakee County Housing Continuum community service providers who combine all available resources to help meet the needs of those clients who qualify.

The Kankakee County Housing Continuum
Kankakee County Community Services (KCCSI) networks with other agencies through the Kankakee County Housing Continuum to address housing issues in the community. We find that by developing partnerships, we are able to have a greater impact on the county than each agency providing services individually. Collaborating agencies include Catholic Charities, The Salvation Army, Victim’s Assistance, Veteran’s Assistance, and the Gateway Coalition.

The Certified Renter Program
The Certified Renter Program is designed to educate tenants on their rights and responsibilities as occupants of rental units in the State of Illinois. The staff member also informs the clients of the rights and responsibilities of landlords. Those who are requesting rental assistance are enrolled in a one-day class.
The basis for this class is to empower students with information to help them become better tenants. This program is designed to promote stability of the family unit and less transitioning from one place to another.

The Low-Income Home Energy Assistance Program (LIHEAP)
The Low-Income Home Energy Assistance Program (LIHEAP) provides an offset to the high cost of heat-related utilities for low-income families, this program provides a one-time direct vendor payment on behalf of the client to the utility vendor(s). For households that are disconnected from a heating source, the emergency services program provides guidelines to get the household reconnected within 48 hours from the date the application is complete. The emergency furnace program provides assistance to eligible homeowners with a non-operational furnace. The assistance provided is repair, retrofit, or replacement with 48 hours from the date the application is complete.

Your Rights Under the LIHEAP

Illinois Home Weatherization Assistance Program
This program provides the materials and labor to help make homes more safe, comfortable and energy efficient. Insulating attics and walls, repairing windows and doors, sealing cracks with weather-strip and caulk are common elements included in this service. Our services may include the examination of your furnace by a professional heating contractor to make sure it is safe and operating properly. If necessary, we will clean and tune your furnace; perform minor repairs; retrofit the furnace to achieve maximum efficiency and performance; or if dangerous conditions are found to exist, we may replace the heating system.

Homeowners with qualifying income levels are eligible to receive Weatherization Services at no charge. Renters may be eligible for services if their landlord agrees to pay one-half of the cost of materials and labor applied to their residence. Eligibility for these services is determined by family size and household income.

KCCSI can also provide comprehensive assessments of non-income eligible homeowner’s furnaces or other heating sources, as well as an assessment of the energy efficiency of their home for a nominal fee.

Studies have shown that home weatherization can save a family twenty percent or more each year on their winter heating costs.

The Affordable Housing Program
KCCSI has several rental properties which it maintains in its Affordable Housing Program for the benefit of low-income families in Kankakee County. Each family is assigned a staff person who works with them to make sure they are aware of services that are available at the agency or throughout the community. Through this program homeless or formally homeless families are given an opportunity to stabilize their family. Since the rent is based on the family income, they are able to pay rent that they can afford.
